Regulation Overview
The regulation known as REACH (Registration, Evaluation and Authorisation of Chemicals) was adopted by the European Parliament and the Council in December 2006, and came into force in June 2007. The main aims of REACH are to provide a greater level of protection for human health and the environment through the availability of better information on chemical substances, and to enhance the competitiveness of the EU chemicals industry.
Of the 100,000 or so existing chemicals in the EINECS register approximately 30,000 are manufactured or imported into the EU in quantities above 1 tonne per year. REACH requires companies manufacturing or importing chemicals to assess the risks arising from their use, and to manage any risks that they identify. In effect, REACH moves the responsibility for the safe use of chemicals away from the regulatory authorities and on to the manufacturers and importers of the chemical substances.
Complex though it is, REACH will actually simplify the current regulatory landscape by creating a single framework to replace over 40 pieces of existing legislation. Eventually, this will result in a harmonised system of chemical management across the EU.
Implementation of REACH at Petrochem Carless
At Petrochem Carless we have had a task force working on REACH since 2005. We submitted more than 200 pre-registrations ahead of the November 2008 deadline and we have successfully registered all of the substances that we manufacture or import with a November 2010 registration deadline.
Throughout the REACH process we have worked closely with our customers and suppliers to ensure effective and accurate communication regarding end-uses. Through active participation in various SIEFs and Consortia we have ensured that all safe and legitimate end uses have been included in substance dossiers.

Petrochem Carless Ltd is committed to ensuring all of its activities are carried out in a safe manner. The Company operates in a highly regulated industry and must comply with specific legislation targeted at hazardous installations. This includes the Control of Major Accidents & Hazards Regulations (COMAH) and Pollution Prevention & Control (PPC).
In January 2009 the Company achieved the accreditation of the main manufacturing facility to the externally verified Occupational Health and Safety Assessment System (OHSAS) 18001 standard. The system consists of a number of key elements and is supported by a pro-active management style that encourages staff involvement and engagement.
Petrochem Carless Ltd is committed to ensuring all of its customers receive an exemplary service. It is recognized that a fundamental building block of such a service is a formal, accredited, quality management system.
The company has adopted the internationally recognized quality standard BS EN ISO 9001: 2008, as a model for ensuring effective control systems are in place during purchasing, development, manufacturing, sales and supply.
The PCL system is verified bi-annually by an accredited external body. Compliance with the standard has been externally verified since the early 1990s.
